Not sure why this is appended as an "also" after "running around outside without a coat and hat."
Explanation: I believe наряд here means a team of people assigned/ordered to complete some work, be it regular or special work duty. If this understanding is correct then the author is saying that the boys are less than dressed for the weather both when they are running about their "business or pleasure" on spare time and when they are moving (in some sort of formation) for their work assignments

Oj, such bad context I gave. This is a detkoloniia so that's why work may have been involved (though in detdoma they also went to work after I think age 13-14 but they tended to be apprenticed out and live in dormitories).
What I'm perplexed here is that it's most probably "детдом", so how is it related to military or working "наряды"?

And the main contradiction here, depending on the presence or absence of this space in "также", would be between "clothes" and an "assignment" ("наряд" in both cases).

Как отметил Кирилл, если там "также", то очень непоследовательное предложение выходит. А если "так же", то вполне объяснимо. Причем, у меня 2 объяснения сразу есть, и очень противоречивые. И все-таки, "также" или "так же"? "Too" or "In the same manner"?
"так же" или "также", но дети бегали по улицам раздетыми И ходили (как?) "нарядом", т.е. "организованно", под присмотром старших, тоже раздетыми. Т.е. указывается, что начальство не заботилось о детях.
У В.Даля: "наряжать, нарядить: сряжать, снаряжать, приготовлять, изготовлять, припасать || назначать в дело, в работу, распределять народ || одевать в нарядное платье, рядить; украшать<...>Нарядный, относящийся к наряду; кто наряжен (назначен куда)<...>
также or "так же"? It may be important for the meaning here.

Explanation: I'm not sure about this, but I guess that in orphanages that years, children used to have everyday clothes and holiday clothes. Wearing the holiday clothes was allowed only on specific occasions, but here the kids seemed to wear it just whenever they wanted.
