Explanation:
In U.S. English, a service center is not a place for retail consumers. The government has service centers where they process applications of various sorts. Big manufacturers have service centers where they fix their products.

The дом быта where I live in Korolev, MO is a three-story building full of small retail shops. Craft supplies, children's clothing and toys, electronics, travel agent, camera supplies, pet store, etc. I know that a дом быта is not big and flashy like what you might assume a mall to be, but I grew up in a small town and our local mall was very much like a дом быта. No expensive stores, just little places that cater to local retail customers.

Asker: Hello, thank you for your suggestion, it's been very helpful in terms of understanding cultural differences. I still think though that "consumer services centre" is a more appropriate translation based on the original Soviet concept of "дом быта". I remember from my childhood in the Soviet times "дом быта" was a a centre full of different services like hairdresser's, key cutting, laundry, shoe repair, etc. I suppose nowdays, they turned into small retail centres or perhaps even small offices ( like in the context I was translating), so the whole concept changed but the old name still remained.
