Both were in circulation? Or something in between that wasn't quite either one?

Вот и получилось, что, не имея угла, я не могла ничем обзавестись. А деньги...Это было нечто до того неопределенное: не то леи, не то рубли, что я на них покупала то муки, то масла, то сахара для тети Кати.

Explanation:
"Лея" (leu) is a Romanian currency. I suppose, it was carried there by Gypsies(Romani people) - the natives of Romania.

It is not possible to tell what kind of monetary units were in use between 1917 and 1930. Any money, any currency, the picture on the ruble alone was changed numerous times, so, she's guessing.

disagree  dacs04: In Romania Romanians live, not Gypsies (not Romani people). http://en.wikipedia.org/wiki/Romanians. Gypsies (Romani people http://en.wikipedia.org/wiki/Romani_people ) do not have a particular country of their own.
