My guess. Both currencies were in circulaiton, one officially and the other unofficially, and the exchange rate was, probably, 1:1 or 1:1000000 or 1000000:1 because there could not have been any official exchange rate. Individuals did not pay much attention to what money they used (since both were accepted by sellers) and did not quite understand what was money and what was not.
