I've taken note of the breaking down / sabotaging shade of meaning that some people see in this verb. (The idea of "delaying" is adequately emphasised elsewhere).
This makes me think of "stalling the whole process" - though "stalling", I know, just means "delaying".

My first idea was "spinning it out" (deliberately delaying), but I thought I must be missing some nuance. Looking at all your answers, I'm now thinking on the lines of "letting it die away".

My idea matches well "заволокитили": the matter is being hindered/ slowed down deliberately.

I think that the meaning is "the matter is being deliberately ruined", but how to put it so that I sounds as an authentic slang (like here) - this is what a native speaker would know better... (Compare: "рассыпать карточный домик", something very unstable and easily devastated).
