I translated this "It was in subsequent years, '83-'84, when I noticed—it was then that every home turned into . . ."
I'm not really comfortable with this translation, please help me out! |

that means he was still there. Has nothing to do with capture but with still being there. That's how I would render that:" when I was still in service / doing duty". Or simply "when I was still there"... wherever it was... |
