This proverbial phrase normally is pronounced by religious aesthetes and it has its history. It was said (many centuries ago) that you should be able to reach Jerusalem as a pilgrim if you wear bast sandals. Hope and Faith are almighty beliefs, you can go through anything no matter what stands in your long way, but these hardy footwear will be of help anyway indeed.

Explanation:
I am fairly convinced that you cannot translate textually this rather culture-specific expression. So, I would leave lapti and tripsing on one's soul out of it.
To an anglophone, "Lordy moseyed on my soul with white baste sandals" would require a footnote anyway (if not a mental-health certificate :))

I had a look at the full text of the Echo of Moscow interview. The phrase really looks odd in the context. To me this variant seems to be the closest to what mr Riabkov could have meant...
