Catherine, my point wasn't the use of оценка, but the incorporation of terminology into language, which is this case, perhaps, from legislation into daily use. An "environmental impact assessment" in the USA was a government decree; now it's incorporated into most businesses affecting the environment. In your case, I presume since I don't have a full text, you're talking about "objects" (call it "facilities") to be examined from an environmental viewpoint; they're not reviews or reports. Whatever you want, it's your translation. Glad U. of Fla. published your book; my alma mater, graduated from there with wife and 3 kids, one born there, after the Korean War; taught Russian to Drs. (who wanted to deliver papers in Russian in Moscow) at new Med School to help me/us thru Univ.; fininished in 2 yrs with honors. Jack, оценка isn't used anywhere in this text; the entry i listed (impact audit) was the first option in Multitran but of course by no means the only one. After further research i infact also landed on "environmental expertise"... Unfortunately in the document this is one of only two sentences on the topic, not a lengthy section on environmental protection laws (the focus of the document is not environment but the business operations). It also doesnt reference any specific legislation. So I am wondering if "environmental expertise review or report" or similar would be more appropriate in the absence of more specific legislative references.

This may not be what you want to hear, but it's what is used in English worldwide. Furthermore, if anything the terminology is not "environmental impact audit" but "environmental impact assessment, EIA" (оценка), which is not the case here. In addition, with all due respect to contributors, only use Multitran when you're desperate. If you have some knowledge of the subject matter and of the Russian and English language and a research brain (said kindly!), the answer is out there. Just an old guy speaking from experience, take it for what it's worth.....
