Depending on the structure of your sentence, I think one of these circumlocutions would avoid the ambiguity, without being too cumbersome, either. This is for the case that the Council has NOT been re-elected with a new membership; if it has been, then I still vote for Alisa's version.

... the City Council, during its last period in session ...

While I was writing, Judith said something similar in the discussion area. Still, I think that if you're writing about an institution whose schedule is not familiar to readers, "session" will be ambiguous even if you add "previous." Because "its previous session" could mean "yesterday afternoon's sitting," not a whole new созыв.
