Use the simple past instead of the present perfect, if appropriate. I didn't study the context carefully enough to tell.

Asker: OK, I think I see it now. I was assuming that принят referred back to the Tax Code, linking it with Law 40-FZ, rather than referring solely to 40-FZ.
