I agree that all the answers posted (state power, the authorities, highest authorities of the state), as well as your own "government," may be appropriate at various times. Here are a couple of other phrases, which might work in the particular sentence. Some of the choices would depend on a fuller context, as to what is being emphasized:

" ... how effective [efficient] the very system of power is [those currently in power are] in domestic and foreign policy; whether or not those in power [they] have [the government has] a long-term national strategy that is understood and shared by society ..."

* "national" rather than "state," in order not to confuse us Yanks.
* omission of "development" because in English "development strategy" often denotes economic only, and if it's a "strategy," not further specified, then by default it's a future-oriented plan for all types of development.
* about "government," what Susan said is true, but it's often a good idea to avoid it, in order not to confuse those who are used to a parliamentary system.

Explanation:
What Vadim says is correct, but the problem is that you can't keep repeating that long phrase when it is used repeatedly. I think that the context makes it clear enough, if you just say "the authorities." It's a bit like "the establishment"--vague, but we know who they are.

Мне кажется, речь в данном случае идет о власти, как об институте, а не об органах этой самой власти.
Например, в сочетании "эффективность власти" лучше использовать "efficiency of State
power", в отличие от "efficiency of authorities".

I think 'government' (e.g. government efficiency) is best in this specific case as well as the larger context:http://rus.newsru.ua/ukraine/17nov2010/yanookoveech_print.ht...
The article is about people losing faith in their government. That sounds more natural to me than 'losing faith in the authorities', 'losing faith in State power', or 'losing faith in the highest authorities of the State."
