* "national" rather than "state," in order not to confuse us Yanks.
* omission of "development" because in English "development strategy" often denotes economic only, and if it's a "strategy," not further specified, then by default it's a future-oriented plan for all types of development.
* about "government," what Susan said is true, but it's often a good idea to avoid it, in order not to confuse those who are used to a parliamentary system.
And if we speak of Russia, which I suppose the text is about, Government is the executive branch, which is in charge of internal policy, and the external policy is in the hands of the President, who is not part of the Government. So I suggest not mixing these two, especially in the part "эффективность самой власти как во внутренней, так и во внешний политике".
What you say applies to parliamentary systems, like the British, but not to the American. We have three branches of government: executive, legislative, and judiciary. They are all "the government."

Explanation: What Vadim says is correct, but the problem is that you can't keep repeating that long phrase when it is used repeatedly. I think that the context makes it clear enough, if you just say "the authorities." It's a bit like "the establishment"--vague, but we know who they are.
