I does look like they are talking about bringing the policies up to date. So something like "bringing up to date" or "updating" will be fine IF that's what they mean.

Unfortunately, the meaning of "implementation" is also possible. I think we need more context to tell what they mean:

- Is it implementing, creating, putting in place some [new] policies;
OR
- Are they talking about modernising and bringing up to date existing ones?
