1) Most people (at least in the UK) would never use "protocol" for a record of a government or business meeting. "Minutes" would be used in this sense. True, "protocol" is defined as "a memorandum or record of an agreement, esp one reached in international negotiations, a meeting, etc". In this case, it is a record of a government decision, not an agreement, and definitely not in international negotiations. Even it was, "protocol" would be an unusual way to describe it. I may reconsider if you found some examples of modern English usage of "protocol" in this way (which would not be a translation from Russian). "Protocols of the Sages of Zion" are not, in my opinion, a valid example.
2) The term "protocol resolution" would be even more obscure to an English-speaking reader. It does not convey the meaning of the term in Russian, and provides no way for the reader to understand what kind of resolution is meant here. All it does is translate is literally, which is something you can use Google translate for.
