Russian term or phrase: судебные преследования
Is this the same as уголовные преследования - i.e. criminal prosecutions?

(And what are внесудебные преследования - административные?)

Explanation:
One of the two should probably be fine.

As for внесудебные преследования, maybe civil persecution?

I would use persecution instead of prosecution.

But it is only my opinion.

agree  Rachel Douglas: I think that "judicial persecution" would tend to mean persecution by judges, but "legal harassment" and "legal persecution" certainly are used in the sense of (actually illegal) persecution/harassment using, i.e., abusing the law and the legal system.

harrassment through the courts


Explanation:
I believe you are not looking for a legal or quasi-legal term here. The article appears to deal with ways of putting pressure on journalists to silence them, and one of the methods is to harrass them by miring them in legal actions, as has happened wtih Artemy Troitsky and Navalny.

So perhaps 'внесудебные и судебные преследования' could be rendered as 'harrassment through the courts and by other means'.

neutral  Kiwiland Bear: Would agree in general but, strictly speaking, it's not only through the courts that is meant here. Prosecutor's office, other investigating agencies too - while they are not exactly "courts", they are often grouped under this heading as well.
