"blacklisted" is perfectly fine, but bland stylistically. The original meaning of "wolf's ticket" in the Russian language is alienation of criminals; ostracising convicts prior to exiling them to Siberia.
Now, the source quote is probably from an article about a soccer player or a coach (judging by the fact that the question was asked by Dan), obviously not an angel, and the use of "rap sheet" might well correspond to what the Russian phrase meant.

neutral  Vladimir Dubisskiy: Never a criminal, but i've got 'волчий билет' - i was fired from govjob (with the help of kgb) and noone in the city could employ me (for more than several days until notified that i have that 'bilet'). I think it has nothing to do with 'rap sheet'.
