Russian term or phrase: профильный комитет
I gather it is some sort of selection or approval committee.

Инвестор решил действовать наобум, приехал в крупный областной центр, пришел в местную администрацию, позвонил из бюро пропусков в профильный комитет, но… не получил ни одного вразумительного ответа.

English translation:the relevant / appropriate committee
Explanation:
I find that one of those choices often works, when it means "the committee dealing with the type of business at hand".

In the other context, which you gave in the discussion section, then: "special departments", "specialized departments", "special departments for that purpose". But I think "the relevant" still works in the sentence you asked about.

Notes to answerer
Asker: Yes, I think this is the right approach. I am so far doing something like this each time the word occurs, but the exact wording has to vary with the context.

Asker: Interesting. I had already tried Multitran before asking this question, but I didn't find this there. It looks like a possibility.

Peer comments on this answer (and responses from the answerer)
neutral  Rachel Douglas: I think that "ad hoc committee" is often unsuitable for contexts in which the Russian is "профильный" because a committee's being ad hoc tends to imply that it's a short-term, just-for-this-case proposition. It's not always so, but very often it is.

specific office

Explanation:
I have the advantage to have never before run into this expression, hence ignorant of any dictionary definition. And here is my option to extend the assortment.
X-specific office (where X=sector, trade, branch, etc.)
