Подскажите, пожалуйста, стандартный перевод этого термина.
Explanation: Не знаю, насколько такой вариант стандартен, но, по-моему, он отражает суть слова: люди любой национальности, проживающие на территории Эстонии.

Сомневаюсь, что "эстоноземельцы" - это только неграждане:

In fact, when one says in English "a resident", they mean "non-citizen"; I think that only in the States they define residents non-citizens, and it is only for official use.
So, Estonian residents is comprehensible enough
Я бы согласилась с вариантом "resident noncitizens", если бы доподлинно было известно, что под "эстоноземельцами" подразумеваются исключительно неграждане Эстонии. Интересно было бы послушать начальника транспортного це...,
Смысл понятен, поэтому интересует именно стандартный перевод, который у такого "термина" просто обязан быть, желательно с подтверждением ссылкой и т.п.
