I am sure I'm being stupid here, but it doesn't quite make sense to me.

Otherwise, the Party in relation to which such circumstances have come into existence shall no longer be entitled to claim them as force-majeure.

I'm sure my sentence can be cleaned up and made to sound more polished and formal. But the sense is that otherwise (usually, if they have not reported the force-majeure event in due time or not substantiated it with documentary proof), the Party cannot resort to force-majeure.
