...и, соответственно, владеющий собственник. Контекст НЕ определяет. Я так понимаю, существуют, как бы, виды владения - собственник либо уже владеющий либо пока что нет?

This is one of those marvelous legal constructions. It denotes someone who owns a property but not in possession of it, e.g., someone who leases property to a tenant.
