Подскажите, что лучше употребить, например, здесь: Realization of clauses 1 and 3 is a labour intensive process and can spend some weeks. But IT (or THIS) is a guarantee of clarity of situation under infrastructure costs that the bank requires.
или здесь: Realization of clause 2 will be fulfiled for short-term period. In this case, we can clearly understand to whom and how much to pay, but with taking into account of the fact that only Selenij Bereg management is responsible for IT.
На сколько сильная ошибка, если вместо it я употребила this или наоборот. Спасибо.

Really, though, in English it would sound better if you forget about "it" or "this", and put "they" - meaning clauses 1 and 3. Because saying "it", meaning the implementation, makes it sound as if maybe the company will sign the contact with these clauses, and then consider whether or not to implement them. Or, do you suppose "это" is used to mean "inclusion of these two clauses in the contract and their implementation"?
и пересмотрите "can spend some weeks" - д.б. take. Вместо "Realization" скорее всего д.б. implementation. Но в целом согласна с Рэйчел, - перевод в таком виде не поймут что с it, что с this. Нужно полностью пересмотреть структуру изложения на английском. Я бы советовала Вам читать соответствующую англоязычную литературу перед каждым переводом.
