Вот оригинал: В случае, если ставка MosPrime не была опубликована для Даты Действия Ставки иили Национальная Валютная Ассоциация принимает решение о прекращении расчета ставки MosPrime иили Национальная Валютная Ассоциация принимает решение об изменении правил ее расчета, вместо ставки MosPrime Банк в одностороннем порядке устанавливает ставку, но не выше ставки рефинансирования Банка России, установленной на Дату Действия Ставки, увеличенной в два раза, с уведомлением об этом Заемщика.
Вот мой перевод: In the event that MosPrime rate was not published for Rate Operation Date and / or National Currency Association decides to terminate the calculation of MosPrime rate and / or National Currency Association decides to change the calculation rules, Bank establishes the rate unilaterally instead of MosPrime rate, but not more than the refinancing rate of the Bank of Russia, established on the Rate Operation Date, increased twice, with notification of the Borrower.

[In the event that]/If no ... rate has been published ... and/or the ... Association has decided ... the Bank shall determine ...

Comments:

1. For the end part, "shall" is normal legalese, rather than "will determine" or "determines".

2. There are several options for the verbs in the first part. Present tense is normal English for this kind of conditional, but many legal writers abhor the present. Present perfect and future perfect are OK; the latter is the super-precise choice.
If no ... rate is published ... and/or the ... Association decides ...
If no ... rate has been published ... and/or the ... Association has decided ...
If no ... rate will have been published ... and/or the ... Association will have decided ...
Should no ... rate have been published ... and/or should the ... Association have decided ...

3. About "для". I'm not familiar with the use of "для" in the sense of "by that date", "as of that date", so I would assume it does mean "for" in the sense that "no rate has been published for that date" - "no rate has been published as being applicable on that date", no?

4. I believe "rate operation date" is what is called the "rate effective date".

5. Not "rate ... increased twice", but "double the ... rate" or "twice the ... rate" or "two times the ... rate".

And other problems, if you need this to sound like real English!

Explanation:
ИМХО, у вас тут 1st condiditonal. Т.е. ставка MosPrime может вполне не быть опубликована на дату действия ставки. А коли так, ставим в придаточном present simple, a в главном - простое будущее с will.
Имеем:
In the event that MosPrime rate IS not published BY Rate Operation Date and / or National Currency Association decides to terminate the calculation of MosPrime rate and / or National Currency Association decides to change the calculation rules, THE Bank WILL establish the rate unilaterally instead of MosPrime rate, but not more than the refinancing rate of the Bank of Russia established on the Rate Operation Date, increased twice, with notification of the Borrower.
но можно использовать и zero conditional, ИМХО. Тогда вместо will establish пишем establishes.
