Договор на выполнение функций технического заказчика. Тут уже обсуждалось (http://bit.ly/xGLE5L), но это немного не то. В данном случае никто никому свои функции не передает. Имеется инвестор, имеется некая фирма. Инвестор назначает эту фирму техническим заказчиком для оказания определенных услуг в строительстве. По сути, это договор о назначении технического заказчика.

And certainly not a "Power of Attorney" (a written authorization to represent or act on another's behalf in private affairs, business, or some other legal matter.) In the text under discussion the Investor appoints the Technical Customer to provide construction services. The Technical Customer does not represent or acts on behalf of the Investor.
