Possibly "He shall have the right...", depending what sort of a document this is.
I don't quite understand why "выполнив" - "для выполения действий" would be more what one would expect.

agree  Yakov Tomara: but IMO better not 'having carried' but 'by (means of) carrying out' in this context ADDED: I think the past tense here means a supposedly completed action, though I agree, it creates some confusion

  -> "in carrying out" would make better sense than "by carrying out" - but I still don't understand why the Russian is in the past tense.
