I think the <<обеспечивающей >> can be left out unless it is crucial to underscore the new company's obligation to ensure this gets done.

If it's crucial to retain this meaning, one could also say "formed to ensure the issuance of securities on (foreign) stock markets" but it sounds a little forced.

  -> this is an excellent point; I had assumed it was a stock offering but you're right - it's a broader term

agree  Kevin Kelly: I like "facilitate." Perhaps this is splitting hairs, but I believe the source text refers to transferring securities to foreign markets. They've already been issued in a domestic market, if I'm not mistaken.
