Если это лучше дать инфинитивами:
The main aim of... is to revise the powers of state bodies, to minimize their duplication, to organize efficient control..., and to integrate (???)

I think this is perhaps a more common alternative to systematization.

If using British English, then systemisation.

you might find, depending on the context, that using the gerund i.e. 'the systemising of...' works better.
