Я думаю, что под "движением" нефти подразумевается либо купля-продажа, либо переработка, отсюда и мой выбор "change hands".
Я также думаю, что "видимая" здесь употребляется в смысле "для видимости", "формальная".

мне кажется, что здесь имеется в виду именно это. Просто была произведена смена собственника, "вроде как" продажа, но транспортировки нефти новому собственнику не было, что говорит только о "непрозрачности" такой продажи и ее сомнительности
