agree  Judith Hehir: collusion: a secret understanding between two or more persons to gain something illegally, to defraud another of his or her rights, or to appear as adversaries though in agreement (dictionary.com)

agree  Siriol Hugh-Jones: I agree - I think it's more usual to talk of "collusion" than "conspiracy" in the context of auctions

Notes to answerer
Asker: А как закончить фразу - did not provide any proof/evidence of a deliberate conspiracy between the legal entities that took part in the auction... or "did not provide any proof/evidence confirming that the legal entities that took part in the auction had a deliberate conspiracy in determining the auction price...?

agree  Angela Greenfield: Jack, though this use is not unheard of (I mean "deliberate conspiracy") "conspiracy' in itself is a deliberate act, so you really don't need the word "deliberate". IMHO.

Proof of planned collusion

Explanation:
I'm not sure that 'conspiracy' is the best option in the context provided, which appears to be about price rigging/cartels - but that's just nit-picking on my part.
