Можно упростить:
"обязаны руководстваваться.. актами, приказами..., которые не противоречат/соответствуют Федеральному Закону"
Тогда просто нечто вроде "shall be guided by .... which comply with / do not contradict to..."
Если упрощать нельзя:
"shall be guided by .... in the part thereof complying with Federal Law"
Или
"shall be guided by .... to the extent the a.m. regulations/norms/orders are in compliance with..."

Вот вариант всего куска:
