ГУИН в России занимается именно колониями и тюрьмами, а не взысканием штрафов, поэтому penalty enforcement как понятие более широкое, на мой взгляд здесь не подходит, хотя насчет его содержания в США я не уверен. В юридической практике, например, Австралии (а значит и Англии, так как они идентичны в терминологии) penalty относится к штрафам, а наказания, свзянанные с лишением свободы, в официальных документах именуются conviction или criminal charge (см. сноску - Police Character Check). Исправительные учреждения, которыми как раз и занимается ГУИН, называются correctional facilities. см. вторую сноску.

Как обозвать управление - другой вопрос. Тут следует придерживаться устоявшейся в учреждении практики. В ВС СССР управления в штабов и МО называли directorates, в то же время за рубежом это обычно department или authority.

For Tsogt: If you read my posting carefully you will see that I do not dispute the multiple meanings of \"penalty\" and added the sentence about uncertanty regarding its legal use of this term in the US. However, being an Australian translator and dealing with legal issues on daily basis I can assure you that the term \"penalty enforcement\" in British/Australian law means \"взыскание штрафов\" and has pecuniary character only. I can supply dozens of web references to Australian laws but you could do a small search yourself before writing your angry reply. |
