Russian term or phrase: в порядке передоверия
... Заместитель Генерального директора (или уполномоченное им лицо в порядке передоверия) подписывает сделки на основании доверенности с условием передоверия, которую обязан выдать Генеральный директор. -Power of attorney and substitution? (если верить словарю)
Alexander Kolegov
an attorney with power of substitution
Explanation:
The dictionary is correct and the term is well established! An attorney may or may not have power to substitute another attorney for himself. See this extract from the ref.

An assignment by a substitute attorney in fact must be supported by an authorizing power of attorney and power of substitution. An assignment by an attorney in fact or a substitute attorney in fact for the apparent benefit of either will not be accepted unless expressly authorized. (Form PD 1001 or 1003, as appropriate, may be used to appoint an attorney in fact. An attorney in fact may use Form PD 1006 or 1008 to appoint a substitute.)

Looking at Cheeter\'s comments, maybe в порядке передоверия should be \"in accordance with the power of substitution\" in case this particular attorney does not himself have rights of substitution.
