Russian term or phrase:не след
This term generally means that something is not desired, should not be, etc. But I can't make sense of it in this context. The meaning seems to be that Russian businessmen are not backward, or "wet behind the ears," or something to that effect. The author is talking about Russian businessmen working abroad, and whether or not they need someone to open a "gateway" for their entry to foreign markets.
Не думаю, что это прозвучит уж очень заносчиво, но российским предпринимателям не след и нет никакой необходимости ждать, когда их кто-то за ручку приведет к каким-то воротам, и что-то там откроет.

`Не думаю, что ... но' is negation followed by opposition (broken in any language) thus producing a null set of meanings, hence — Не думаю, что это прозвучит уж очень заносчиво, но — I don't think it would be an exaggeration to tell that
Thanks to all. Several answers and comments were fine and useful, but this one was first. The main clue I needed was that не след pertained to ждать. I was reading them as separate ideas. which made no sense. :) 4 KudoZ points were awarded for this answer

Thanks to all. Several answers and comments were fine and useful, but this one was first. The main clue I needed was that не след pertained to ждать. I was reading them as separate ideas. which made no sense. :)
Explanation: "Не следует" -that fact, that Russians are still awaiting some sort of hocus-pocus to happen, it doesn't play in hand ( towards company's perspective business) .
