Explanation:
"Несработанная" = not worn out. Vice jaws knurling must be intact (criss-cross). That's the idea anyway.

Explanation:
I read this to mean that there should be grooves running in criss-cross fashion on the jaw face, but in fact the grooving is incomplete, so that the sentence would be: "The serration on the face of the interchangeable steel jaws of the vise is incomplete (the grooves should run in both directions."

I read "несработанный" as a synonym for "недоработанный", but I just realized that it could also mean "несогласованный", or "mismatched", so that the jaws would have the "wrong serration" (for the job at hand). You'll have to decide from the larger context.
