Indeed, I wonder if it didn't mean "stun guns" (e.g. tasers) but I thought that that would be extrapolating too much

The FBIS dictionary is authoritative, but context rules, of course. I assumed that the weapon is an antipersonnel firearm carried by an individual. I came to that conclusion because of the reference to "патроны травматического действия," which are cartridges for a handheld weapon. If it's a fairly large tactical weapon for battlefield use, then "finite weapon" would probably be more appropriate.
