From a document describing QC procedures for inspecting injectable pharmaceuticals:

Вскрытие ампул производят следующим образом: на поверхности капилляра наносят насечку с помощью победитового ножа, затем к краю насечки прикасаются раскаленной докрасна молибденовой или вольфрамовой проволокой.

English translation:tungsten knive
Explanation:
Pobedit is an alloy based on tungsten, invented in the former Soviet Union in 1929. In Russian papers it is usually mentioned as "pobedit", but for Western readers I would put it as "tungsten knive" or "tungsten carbide knive" as in the 2nd reference. The main think is that such knives are hard enough to cut glass ampoules.

Reference information:
Pobedit (победит) is an alloy of carbon (C), tungsten (W) and cobalt (Co). It was invented in the Soviet Union in 1929. Later a number of similar alloys based on tungsten and cobalt were developed.
Pobedit is created using powder metallurgy.
It is close in hardness to diamond (85-90 on the Rockwell scale).
