I think I can guess how parts of this distorted phrase could look initially in English. But I cannot guess the whole initial phrase.

"вычисления ресурсов" could initially be "resource evaluation" or "computational resources".

"управляющая ... базами данных" could be distorted "database management system" or "database management". It could also be "data management", but less likely, I think.

"исследовательскими " could be "research" or "trial" (as adjectives)

"Группа" could be "group" or "team".

"исследовательскими" and "группа", though, in different places of the translated phrase, could mean together "research group"

And probably, something could have been added or omitted in translation. The outcome is this meaningless phrase.

I'm sure that "Группа, управляющая исследовательскими базами данных" was used for "clinical trial Data Management group".

But I'm puzzled with the origin of "вычисления ресурсов" (it's obviously incorrect).
