Look at it this way - there's only one rank between Капитан 2 ранга/Commander and the lowest admiral rank in both systems, Капитан 1 ранга/Captain.
Maybe I wasn't clear Svetlana: what I meant to get across was that Капитан ii ранга and Commander are both two ranks below the lowest grade of admiral and thus equivalent. Lt Cdr is three ranks below the lowest admiral rank (sometimes called Commodore in other navies).
