И при этом в том же документе встречается и "мониторинг ВОЗДУШНЫХ рубежей и ВОЗДУШНОГО пространства страны для обнаружения воздушных объектов военного и гражданского назначения".
может, просто "monitoring the outer space" vs "monitoring air borders", без разграничения рубежей и пространства?
