Russian term or phrase: теневое согласование
Шумиха вокруг покупки С-300 говорит о том, что Анкара проявляет интерес к предложению Москвы в оборонной плоскости. Вслед за Грецией Турция становится ещё одним членом Североатлантического альянса, готовым купить у России системы вооружения. Причем возможность победы С-300 на тендере LORAMIDS достаточно высока. На это указывает недовольство США, обозначенное публично. Получается, что ***теневое согласование *** позиций по конкурсу желаемого для Вашингтона результата не дала.

"Shady agreement" doesn't seem to fit because nothing in the article seems to indicate that a deal has actually been struck. Turkey has simply agreed to let Russia submit a bid. Or is the author just jumping to the conclusion?

Given the ambiguity of the source, I felt this came closest. At first, I thought the "теневое согласование" was with the Russians; after re-reading the article, I tend to think it was with the Americans. The author could have been a little clearer, though...
