К слову, они насчет себя и всенародного консенсуса тоже не заблуждаются и даже преувеличивают опасность. Оттого такой панической, с признаками государствообразующего идиотизма, была официальная реакция на скандал в "Олимпийском". У самого Путина, который заметно сбился, услышав свист, и не сразу взял себя в руки. У его потупчиков, которые попытались объяснить недовольство в задних рядах тем, что благодарная публика изнемогала от малой нужды.

At a guess I would say it means something like "thickos" (тупые), but has anyone seen it before?

Explanation:
It is a sort of wordplay: PoTUPchik (family name) and poPUTchik= companion, fellow travelller. Kristina Potupchik is the spokeswoman of Nashi pro-Kremlin youth movement. She is also a well-know blogger in the politically committed community of the Russian Live Journal.

There were other explanations for the incident, provided by Putin supporters.
Kristina Potupchik, a spokesperson for the pro-Kremlin youth movement Nashi, said in her LiveJournal blog the crowd was 'anxious' to get to the toilets.
