You may also translate it as People's Commissariat of Internal Affairs, Soviet Secret Police but I have seen it simply spelled out as NKVD on many occasions. The translation of "фАТЕНОЩК ЛПНВЙОБФ" will also depend on the type of its output - you can render it as "facility", "factory", "integrated works", "industrial plant" etc.

THis abbreviation is just transliterated into English like KGB (by the way, KGB is the present name for NKVD which before was GPU and even before Cheka). As an explanation you can give People's Comissariat for Internal Affairs and then use NKVD only.
