Russian term or phrase:

The main protagonist is describing a man who is interviewing him for a job as a journalist.

My translation of this bit is something along the lines of:

His measured movements betrayed a comfortable life, his eyes – idleness, but he spoke distinctly and his words could cut to the quick. It was good to know.....

Explanation:
that he still had it in him (to speak effectively, or whatever). "It" in this construction does not have to refer to anything specific.

Notes to answerer
Asker: Like Michael I think it is the author this is about rather than the interviewer. That said, your translation is the one I'd go for but perhaps it should be 'that I still had it in me'. I'll hopefully be able to ask for clarification from the author.

that it's still there (somehow)

Explanation:
IMO, it's not about the lazy well-off jerk with cutting words, but about the "quick" to which those words cut, and about how nice it is to know that one (the author, I repeat, not the guy) still has the "quick" to cut to. That one can still feel the hurt.
