The Russian sentence has at awful lot of degrees and levels! One option would be to get rid of them:
It is obvious that the frequency with which each scientist [scholar / author] is cited is affected by how involved he is in the world scientific community.
But, "is cited is affected" is awful! Second try, reinstating the degrees and levels (in disguise):
It is obvious that the extent of a given scientist's involvement in the world scientific community affects the frequency with which he is cited.
Or:
Obviously, how involved a given scientist is in the world scientific community has an effect on [affects] how frequently his work is cited.

Why did the menu change?
The updates to the menu were made to make the site easy and more intuitive for visitors. Obviously, like any change, this may take a few days to get used to.
The dropdown menus have been divided into two-dimensional panels with similar items grouped together under headings. This eliminates scrolling for those with smaller screens, and also improves readability.
