Seeing it without "The," my expectations as a reader would be that the article cites a few examples of evolution in culture, or even just raises the possibility that such a thing exists, for example, rather than that a comprehensive overview is to follow.

...you may encounter something like "Evolution of Culture" but it is a kind of shorthand, as you might see in a university course description, or on an Internet site. On paper, its effect is in fact less comprehensive - less vast - than with "The."

N.: as M. suggests, there is a difference: "Cultural Evolution" is fine without the article because it is unspecific, but "The Evolution of Culture" is correct - a specified form of evolution. Similarly "Science" but "The History of Science," for exmpl.
All examples are certain, on this very subject, you cannot compare it to the vast subject with many, many sub-subjects: 'Evolution of Culture. Discussion on the Importance of Truth (True Knowledge of Reality) for Human Cultural Evolution';
