I would suggest translating this simply as "collection management" or "museum collections", depending on the context. These two, I believe, are the most appropriate terms and they reflect the meaning of the Russian original (English tends to be more laconic, so no need for the "scientific" part).
I have completed a postgraduate course in Museum Studies, and "collection management" was the term our lecturers and texts used to refer to what you describe.
