This might be better, and your parenthetical clause doesn't quite work, because "including" sounds odd. "of which" would be better, and if it was a free translation, I would say "(of which Chinese workers accounted for half)". Try this:
The number of foreign workers in the oblast, [expressed] as a proportion of the total average number of people employed, amounted to 10.5% (Chinese workers alone accounted for 5.2%). |

Explanation:
В письме от 09.07.2007 ЧД-6-25/536@ налоговая разъяснила, что сведения о среднесписочной численности работников за предшествующий календарный год начиная с 1 января 2008 года обязаны предоставлять все налогоплательщики, вне зависимости от среднесписочной численности работников.
Стоит отметить, что в 2007 году такие сведения обязаны были подавать только налогоплательщики, среднесписочная численность работников которых за 2006 год превышала 250 человек (п. 7 ст. 5 закона от 30.12.2006 г. № 268-ФЗ).
Сроки предоставления сведений о среднесписочной численности работников
Согласно пункту 3 статьи 80 Налогового кодекса сведения о среднесписочной численности за предшествующий календарный год представляются в следующие сроки (письма ФНС от 09.07.2007 г. № ЧД-6-25/536@ и от 09.07.2007 г. № 25-3-05/512):
