Russian term or phrase: чем, как не тем же самым
I'm scratching my head over this use of "чем's" and "тем's." Could somebody explain it to me, please?

"Популизм? Может быть. Но, во-первых, что в этом плохого? А, во-вторых, ***чем, как не тем же самым*** популизмом были продиктованы соответствующие высказывания японских лидеров и их театральные жесты вроде отзыва посла из Москвы «для консультаций», чего не было даже во время полномасштабной, хотя и необъявленной локальной войны на Халхин-Голе."

agree  Rachel Douglas: But tighter: "What, if not populism, dictated..." or "By what, if not populism, were the ... dictated ..." I think following the Russian grammatical structure is fine in this sentence, since it's a common rhetorical construction in English, too.
