A form of social service geared at preventing unemployment:

Представляют в центр занятости следующие документы: копию приказа об организации на предприятии оплачиваемых общественных работ для работников в случае угрозы массового увольнения, указанием объемов, видов и периода участия в общественных работах, формы и порядка оплаты труда участников общественных работ, с приложением списка работников – участников общественных работ (Приложение 2)
сведения о наличии временных рабочих мест и потребности в работниках (Приложение 3).

A public works programme (PWP) is the provision of employment by the creation of predominantly public goods at a prescribed wage for those unable to find alternative employment. This functions as a form of social safety net. PWPs are activities which entail the payment of a wage (in cash or in kind) by the state, or by an Agent (or cash-for work/CFW). One particular form of public works, that of offering a short-term period of employment, has come to dominate practice, particularly in regions such as Sub-Saharan Africa. Applied in the short term, this is appropriate as a response to transient shocks and acute labour market crises.

neutral  Susan Welsh: In the U.S., "com svce" is a job assigned to a prison inmate as part of his prison sentence. It is not paid. But putting "paid" in front of it does not clarify it.//Therefore the term is wrong for the context.
