agree  Leigh Mosley: temptress, I think, but I confess I am not familiar with this use of "shill" (but maybe I've just never heard it). My first thought was "tease."

  -> Thank you. Like I said, it's tough to tell outside of any context, but "shill" in this case would be a "bait and switch" kind of scenario. "Tease" is entirely possible, too.
