Russian term or phrase: глухие решетки
glukhoy is one of my favourite Russian words because of its huge number of meanings. In this case the context is устанавливать глухие решетки на окнах (is forbidden). I presume these are fixed or unopenable lattices/grills (as opposed to the съемныe деревянныe решетки I had in my last piece). 'Dummy lattices' perhaps?

you're right - as per safety regulations the 'fixed' bars (these are window bars) are not allowed
Explanation:
however 'glukhaja stena' - a "blind wall" is of more common usage..

I'd also like to thank Vladimir publicly for e-mailing me about задействованныe для эвакуации after I had chosen the wrong answer (although I expressed strong reservations and decided against entering it into the glossary). I have now entered his suggestion (or a slight variant on it) into the glossary.
