The portion of text which is not clear to you sounds as follows:
The high technological level of the equipment is conditioned (is a result of) by application (by the use) of ....
or (if you need to improve the sense of words in English) you migfht translate this as
The Hi-Tech features to this equipment are attributed by ...
The authors are saying that they achieved a high technological level of their equipment by means of applying in it... (some new devices, special technique, etc. e.g., they used a processor instead of manual control, or they directly send all data to NASA and/or UN (instead of their town major), etc.:-)))
Words "technical" and so on do not serve here, as well as some other attempts to translate the text. I gave rather formal but very punctual translation which should serve.
