Это основание колонны. "Подколенник" - это строительный сленг, а в словарях есть только технический термин "подколонник".
И не "пол стальные колонны", а "под стальные колонны"! В данной фразе присутствуют две ошибки, типичные для технических документов, панисанных на русском языке:опечатки и технический сленг.
